YouTube Shorts for paid clips: disclosure, originality and the 2027 changes

How to separate campaign earnings from YouTube revenue, make a substantive edit, and prepare for the announced YPP changes.

Quick answer. A paid campaign clip and YouTube ad revenue are separate earning routes. Build for the brief first, disclose the relationship, and give the viewer something beyond a copied moment.

Start with the material connection

Use YouTube's paid promotion declaration for a compensated promotion. RUCKUS also requires a clear disclosure at the start of the video. Keep it legible on a phone. YouTube's disclosure guidance.

What makes an edit worth watching

The July 15, 2025 policy update renamed repetitious content to inauthentic content. It did not introduce a blanket ban on clips or AI. YouTube evaluates reused material and repetitive production at channel level. Significant commentary, storytelling and substantive editing matter; permission alone does not establish monetization eligibility. For a roleplay scene, explain the consequence: who owns the business, what the other player wants and what changed by the end. A subtitle pass on an unrelated viral clip does not tell that story. Start with the decision or conflict, cut the dead time, and let the final beat resolve the question you opened.

Current entry versus announced changes

The current ads eligibility overview lists 1,000 subscribers plus 4,000 qualified watch hours in 12 months, or 10 million qualified Shorts views in 90 days. Meeting a threshold still leads to review. Current YPP eligibility.

YouTube's linked announcement raises the entry thresholds for new creators from February 1, 2027 to 8,000 hours or 20 million qualified Shorts views, still with 1,000 subscribers. Existing YPP status is not removed by that entry change. It also announces a continuing 10-million-view requirement for monthly Shorts Creator Pool earnings. Check the terms notification in Studio. Before a campaign upload

  1. Confirm the footage and music rights in the brief.
  2. Edit for context and a clear payoff.
  3. Add the required disclosure and paid promotion declaration.
  4. Check the published campaign platform, deadline, rate, cap and approval criteria.
  5. Submit the public URL through the campaign. Save your original export and submission record.
